accounting officer: the person (usually the permanent secretary of a government department) responsible for accounting to Parliament, in respect of each of the Estimates (or part of such Estimate), for the resources voted by Parliament for the public service.
address: a motion for an address usually involves either House asking for some matter or request to be communicated to the sovereign.
adjournment motion: although technically a motion moved for the purpose of bringing to a conclusion a sitting, when it is rarely debated, such a motion is often used as a procedural device in the Commons for enabling a debate to take place without having to come to a conclusion in terms.
adjournment debate: a debate on an adjournment motion (see also daily adjournment).
affirmation: see oath.
allocation of time motion: see guillotine.
allotted days: in the Commons, the days allotted to debate a bill under a programme order or a guillotine, also the 20 days allotted each session as opposition days.
ambit: the description of the scope of expenditure covered by a Request for Resource (see also appropriation and Estimates).
amendment: a proposal to change the terms of a motion or to alter a bill.
annunciator: the television screens situated around Parliament and its precincts on which details of the current proceedings and future business of either House are shown.
appropriation: the allocation of money by Parliament to specified purposes. The Resource Accounts are the Comptroller & Auditor General’s audited accounts showing that money has been spent in accordance with Parliament’s instructions embodied in the Appropriation Acts (see also Consolidated Fund and Estimates).
