 | The European Union issued a declaration on 23 May, officially recognising the result of the referendum on the independence of Montenegro, saying that the referendum had been conducted in line with international democratic norms, and called on the governments of Montenegro and Serbia to set up immediate negotiations on the ending of the federation between the two states, saying it was ready to provide support.
The European Union declaration was supported by most other European countries, including Albania, Bosnia-Hercegovina, Bulgaria, Croatia, Liechtenstein, Macedonia, Moldova, Norway, Romania, Turkey and Ukraine.
